Utilities in California and Hawaii that are hard pressed for funding to treat TCP contamination and comply with the MCL (5 ppt in CA and 600 ppt in HI) might be able to recover clean up costs from the manufacturers of agricultural pesticides that contained TCP and contaminated local groundwater sources.
